Utility Service Board

Peru Utilities is governed by the Peru Utilities Service Board, which consists of 5 members. 3 members are appointed by the Mayor of the City of Peru and 2 are appointed by the Peru City Council. Board members serve 4-year staggered terms with no more than ⅔ of the members from the same political party.

The Utility Board’s mission is to provide ratepayers with excellent service for electric power, water, and wastewater distribution at competitive and justifiable rates while meeting state and federal requirements.

The Utility Board retains the services of the General Manager to oversee the daily operation of Peru Utilities.
The principal role of the Board is to provide policy direction to the management and staff representing the interests of the ratepayers.
The Board establishes and approves long-range strategic goals and exercises general policy-making decisions over the operation of Peru Utilities with the assistance of the Manager.
The Board is authorized to review, modify and approve operating and capital budgets, financing plans, and organizational structure including staffing levels, personnel policies, labor agreements, salaries and benefits.
The Utility Board is also authorized to recommend rates and charges for services; however, legislative action by the Peru City Council is required to make rates and charges legally enforceable.
